Information on the Simplified Cost System (BMS) Under the 12th Call for Applications of the IPARD III Program

Dear Member,

The IPARD III Program, administered by the Agency for the Support of Agriculture and Rural Development (TKDK), 12th Call for Applications, an information document regarding the application of the Simplified Cost System (BMS) for Measure M1 – Investments in the Physical Assets of Agricultural Enterprises has been published.

The Simplified Cost System aims to streamline project monitoring and evaluation processes, reduce the workload on applicants, and ensure more efficient management of grant processes.

Important Notes:

  • The BMS will be applied only to eligible expenditures related to the construction of new structures in sectors 101-1 and 101-2.

  • For atypical structures (multi-story buildings, wooden structures, shelters with tarpaulin/membrane cladding, etc.) and for renovation and modernization of existing structures, the Poz System will be used.

  • It is not possible to use both the Simplified Cost System and the Itemized System within the same project. Applicants must choose the system appropriate for their type of investment.

  • For projects involving atypical structures, the building permit and technical drawings must be submitted to the TKDK Provincial Coordination Office for preliminary review no later than 5 business days before the closing date of the online application system.

  • In applications submitted using the incorrect cost system, the related construction expenses will be considered ineligible expenditures.

  • It is important to conduct the application process in accordance with the Simplified Cost System Implementation Guide and the Reference Price Calculation Module to be published by TKDK.
